Upper Entrance Cliff Terrain Slows Movement

I used it for map creation and when balance testing, I found that unit crossing the new, nice-looking upper entrance cliff terrain had their speed lowered. Is this intended? I should have felt it as natural as it should, tho need confirmation. Another take is that the tile doesn't support building on it (tower, base even wall) eventhough it allows building siege unit above it. I thought it was bug (or not?)

I believe it is not a bug slowing movement as it basically for 2 tiles looks has length of 3 tiles (just such perspective).
Alternative to lower entrance cliff terrain.

It also is why it does not allow construction.

Yup.
It's intentional.
Movement on such terrain is named something like steep sth.
I didn't add buildings this movement group as they normally need plains, so quite even terrain.
But maybe some should have it.
Like walls or traps.

The same terrain is also used in recently added joinable terrwin elevation (decoration layer).

Watch tower and senty and (if possible) artificial terrain too.

Any terrain modification would remove movement penalty, so that's not good.
Those towers without carry could work, but only if they don't have "utilises roads", as that one could bring roads.
