Heavy Catapult 30 turns? IMPLEMENTED

With ambidexterity, it takes 16 turns to build a regular catapult with workers. If a player upgrades to heavy catapult the build time is increased to 30 turns.

Seems like an unbalanced jump for what a player gets. Maybe 20 turns would be more reasonable.
Anything is feasible with enough money and power.

I did not know that. Is that on purpose? Why would we need to up the build cost? We already spent the time researching the tech.
