So it would be bulidable in the "tomb" buliding planned in mummies topic. What about the stats?

It is rather useful actually because it can be used as cover for your precious undesd casters so for 4 turns it already have rather good stats.

No upgrades in the meaning of tiers but I remember they were one of the most important undead spellcasters, aren't they?

About the unit

1) I wouln't make a chariot as a skeletal unit with tiers unless we start to develop chariots (and their corpses) to other race.

2) I don't think it should be both a standalone unit with his own attack and a transport

3) in general chariots aren't the most stable vehicles and I'd say that a spellcaster would have difficulties casting from it, in terms of concentration, also considered the limited space inside.

4) Also it doesn't make much sense not allowing units to attack from wagons and then providing a better option (that unit don't even need to be escorted)

In general the reason why spellcasters are easy to kill is that they should be easy to kill although powerful.
