New tech: cantabrian circle

Give some mounted archers the ability to move twice, but every move consumes movement capacity. Example:
Horse archer:
Speed 5
First move 4, second move 1
First move 3, second move 1
First move 1, second move 2
First move 5, there is no second move.
This tech last 7 turns to research.
The ability:
Gives +0/+1 armor (by evassion movement, archers' arrows couldn't hit the cavalry)
Duration 1 turn
Coldown 4-5turns (horses get tired or something like that)
It is just an idea :?

It's currently impossible and requires massive coding.

It is however in the plans.
