Seems a bit overpowered, how about a small drop it attack/armor to compensate slightly (-1 or -2)

No! A tech must improve, because you can't "forget" the tech
But you might make the extra movement a skill-like ability, if you use the extra movement you have some downside until the end of turn

Don't get me wrong, I like the idea, but it would kind of change the game- Elephants are supposed to be slow units, but this would make them just as fast as sword men. It would also double the speed of catapults making the heavy catapult an extremely overpowered unit!

Well in real life elephants can move pretty quickly when they need to, but machinery should probably not be effected.

Anyway i think that siege unit shouldn't increase theyr movement speed
