Sai ninja can be set in too
We must increase ninja units types
For new campaigns

The method of using sai is to always have a free hand to counter, while block with the other.

I like sai ;)

This unit should have 2 melle armor
3x counter bonus, 3 action
"Maybe bleeding wepoan"(2hp /turn)

How should this b implemented, one ninja with 4 transformations or 3 different ninjas with the same 2 abilities of throw shuriken and stealth? (The other two may b costing 5 turns?)
There is no place for false kings here, only those who proves themselves to b the true kings of legend, or serves under me

For I watch over this world looking for those worthy to become kings, and on the way get rid of the fakes and rule over the fools

There is no way for 3x counter damage for now.
2x counter damage is really Full counter attack - it just removes 50% penalty of counter.

I'd make sai normal 3rd transformation.

I think ninja with those additional transformations needs proper idea behind each one stats.
If two swords is a base, I'd make him 5-6 damage with 2 attacks and give him building bonus.
Backstab is anti-infantry stealthy version. He has 12 power with light and medium infantry +50% bonus.
Sai is supposed to be defensive, so +3-4 melee armor, full counter, 9 power. No bonuses.
Kama and chain one could be specialised debuffer.
