AI cheat option

To improve the performance of the ai, I was thinking maybe we can have a menu option for additional AI cheats. More options are welcome, but here's one to start.
Money shipment
Ai gets a money courier every x turns in each tc it owns
Options are
Never/10/5/3/1
Essentially a small speed boost to help the ai compete with human players.
