Non human factions can build pantheon ANSWERED
The undead can build a pantheon, and possibly the other non human factions can also do the same, but it is only a human building and only the human faction can build units there.
May the waves flood the land and fill the air; only fish will rule!

Yes it is intentional to be buildable for all races.
Alas it must not be able to produce anything right now. Later it will be able in fun mode to produce forum hero units.

It should not be available in normal games. In general I don't know much about that. It was something added by General Brave for a hero mode
