My suggestion is make all ballista type units have 1 action at beginning but give a separate 7 turn cost tech similar to area damage tech of catapults that will give +1 action to ballista units, it can b called repeating ballistae
Reason is early game only cheap melee units can kill battering rams but ballista kill them too easily so it is very difficult to capture an enemy tc defended by battering ram, with 1 action ballista wont b able to directly kill 2 turn units in a turn and it might b easier to spam enough melee units to destroy the battering ram, at least this way ballista will still b very useful late game with higher damage on infantry than heavy catapults
With this more people might actually start using swordsman
