Making money couriers ability usable even when garrisoned

If it was usable even when garrisoned it'd be a great help because when in tight spaces I can't go to my factory. Please add this.

Imo this is needed.
In mid-end game factories are swarming nearby towns and since money couriers can't use its ability when garrisoned when you are trying to reach a town but a factory is blocked you can't use it in that turn which is a waste.

I agree.
But I doubt it can be done without engine changes.

Making it work like whole other system special requires code change.
@Stratego (dev) - do you think it would need much wok to make effects with SYSTEM_SPECIAL_EFFECT_PROD_SPEEDUP castable on the same tile and while being carried?

maybe: and if there is two encapsulated carriers both production buildings which to chose - topmost or bottom most?

I'd say to resolve it the same way as when used on a tile, where two or more production buildings are nested.
So, probably topmost among having production capabilities.

Can't this be made as activate ability with range 1 that will allow you to choose target?
