Water currents

A part in the water that reduces all speed in water to 1.
No matter buffs or spell affects

Probably make it reefs, ships that do sail through reefs often take it slow to avoid damage to the haul.
Remember to check the unit ready list for AOF to see for any changes.

I was trying to affect all units, not just ships

That's what reefs would effect. Only small units like eels could go through without a slowing effect.
Remember to check the unit ready list for AOF to see for any changes.
