You probably want them to have the toxins and that white phospore effects as activable (like posioned weapons in AoF) if I understand you correctly?
Both those effects are powerful so cost 3 at least.

Yeah, i was thinking on just toxic at first but since you said you would like to have burning on them, i figured out that would be better to have both on it. 3 cost and 3 range sounds ok, if it seens too strong (it will anyway) we can make these hability payloads as tech research, so we can keep these mortard on a relative low cost.
