It is a little bit complicated, but I think water corpse should appear only near coast, and orcs big unit should waterwalk only near coast. They should be able to cross a river without a bridge but not walk through deep sea, and corpses should sink in a sea and don't sink at shallows. Also I think the game needs swamp with bonuses for kobolds

There could be deep water terrain, shallow water terrain and swamp
