That's true. We don't have albitly yet too, it's not possible to put it in currently.

We need an image for this, both tech and ability. It's in modded version, you can't use it the way described above tho, only to get a +3 speed for a turn, but I think that will be changed.
Also when I think that the hovercraft has 6 speed, will get 9 with all upgrades, this gives it 3 and the infantry it can carry can get like 6 or something I have a feeling that decreasing either basic speed of hovercraft or the speed this effect gives would be a good idea.

but ability costs 1 action, he wont b able to shoot if he uses ability right? and he needs to use ability first b4 he can move else he cant move 9 tiles in a turn

The hovercraft can't attack. It can carry troops that can attack from inside. That's why this is soooo good.
