I thought high flying was somewhere too high in the atmosphere to experience gravity. We might as well keep it as an anti spave gun with light bonus against flying.
50% bonus attack.

High flying fly's on level of planes,so not somewhere too high. Flying were more like closer ground flying (avians,jet pack infantry)

Okay this makes more sense now.

I dont think plane stats are too high, make them do (18)900% bonus on high flying and give (4)100% to flying, so that it balances out more for 2 turn costs.

Well,3 hits to kill avian infantry is fine though. For planes,I think this numbers works in AoWw,so will be fine here too thought.

How about 4 range since it has bonus against flying and sam is already high ranged, and maybe two actions too?
