That healing mummy would be really great, as there is a lack of healers in the undead. I can't say the skirmisher makes much sense, as the undead already excel against archer units. Besides that, great ideas!

I say we keep the stats as is. Add tech cost 6 and cool down 4.
This keeps a powerful unit, but prevents early game spamming, which is the real problem.
Also, the uncontrollable part of the dragon is little more than an annoyance, it should either be improved or removed.

I have public version. I unlocked the Viking Ship, yet in random games, (haven't checked multiplayer) I can't build it in a dock. (Or tcs, I checked there too) Is this on purpose? I even tried a spell yes (10) game but it didn't work

From the original post, this unit appears to be inspired by the game "Rusted Warfare", where it is a light tank, pretty much like the light calvary. Maybe make a separate unit called Hovertrans for what your saying, or do whatever works best.

I would recommend losing the EMP armor, as what's to keep that from disabling their own weapons? Machanicized armor would make more sense, and it could increase speed of unit.

Can we please call this a shinobi? Shinobi is the Japanese name, ninja is Chinese. It wouldn't make sense if all those Japanese units train in the same place as a ninja.

I edited. I don't think the limbs are veiwpoint per se, just that the Valkyrie appears to have broad shoulders and hips. That is common with AoS sprites, so I don't think it really matters. I looked at some more images. (Not recommended... They don't always have shirts) The wings can be replaced by ...

Veiwpoint is skewed, especially the shield and limbs of the Valkyrie. I would suggest making the shield more oval in shape. Team colors aren't too visible. Also, decrease size of raven, it doesn't scale too well. The Valkyrie wings are very good tho.
