We really need city units like permanent docks/factory(Arty/Tanks)/Airfields/barracks for AoWW, as TCs are the only indestructible object in AoS and they are too powerful. Each city could be represented by the wartime industry it did best...

I just remembered... V1/V2/rocket missiles can be required before researching Atomic Bomb.

Just make a British Raj unit or something, but leave all free Commonwealth troops (e.g. ANZAC forces) as a 'commonwealth' nation.
